By adoption of Council Resolution CR-2-2007, the Prince George's County Council, sitting as the District Council, approved the 2007 Westphalia Sector Plan on February 6, 2007. The plan and sectional map amendment (SMA) modify portions of the 1994 Melwood Westphalia Approved Sector Plan and Sectional Map Amendment. The planning concept contained in the 2007 Westphalia Sector Plan promotes:
A new urban town center that is transit and pedestrian oriented.
New retail, employment space, and industrial infill development.
Residential development of approximately 15,000 new units in a wide range of types and densities.
New and improved roads and trails as well as transit facilities and services.
New public facilities including five elementary schools, one middle school, one high school, a police station, fire and rescue, a library, and health facilities.
A 150-acre central park featuring active and passive recreation features.
